South Pine Street Distribution System Improvement

The Problem

Installed in the 1870s, the South Pine Street line currently runs underneath six houses on South Pine Street, making line replacement within the current alignment infeasible. As with the other older street line sections in this part of the City, the line at South Pine is a 4-inch line. However, due to corrosion and deposition of material, the internal pipe diameter has become severely constricted, effectively reducing the line capacity to 2 inches. Additionally, it is suspected that the line leaks, both at the lateral connections and throughout the line.

The Solution

This project includes improvement of the line to a 6-inch diameter (to accommodate firefighting flows and pressure requirements), as well as a realignment of the main to avoid placement under structures. Finally, all residential laterals will be reconfigured to allow supply to the realigned main.

Current Status (September 2016)

The South Pine Street project initial design is now complete, while bid documents will be released in late 2016. Construction will be completed by June 2017.

Currently, the project has been broken into two phases: Phase 1 pre-construction consists of mapping, preparation of construction and contract documents and development of a bid package for the project from Sacramento Street across the Pine Street Bridge to Downtown. Phase 2 consists of construction of the project and supplemental work to Sacramento Street, including the removal of services from under the houses/yards of area residences.

Over the summer of 2015, the City initiated Phase 1 and worked with subcontractors to prepare right-of-way (ROW) verifications and to create preliminary maps showing the location of the water line. The connections to Clark Street lines were assessed to identify locations for valve installation. During the fall of 2015 and 1st Quarter of 2016, evaluation of the existing water system serving the South Park Street area was completed to develop design parameters for the water line across the Pine Street Bridge. The drawings specifying connections to Sacramento St. and Broad St., preliminary bid documents, and contracting specifications were also prepared and will support release of bid materials in late 2016.
