What is CABY?
CABY is an Integrated Regional Water Management (IRWM) group representing the Cosumnes, American, Bear and Yuba watershed region. An IRWM is a collaborative effort to manage all aspects of water resources in a region. There are IRWM groups covering almost all of California supported by bond funding provided by the California Department of Water Resources (DWR).
IRWM crosses jurisdictional, watershed, and political boundaries; involves multiple agencies, stakeholders, individuals, and groups; and attempts to address the issues and differing perspectives of all the entities involved through mutually beneficial solutions.
Every IRWM group was mandated under Proposition 50 to adopt an Integrated Regional Water Management Plan (IRWMP). CABY adopted its first plan in December 2006 and completed an update in May 2014. While Proposition 50 and writing the IRWMP served as a catalyst for the creation of CABY, our projects, initiatives, and partnerships continue to expand. Our priorities include projects that concentrate on water quality, water quantity, and environmental quality.
